Canadian Central Office Code Assignment Guidelines

Industry Numbering Committee

INC is recognized as the industry’s only open forum for addressing and developing solutions for numbering issues. Currently, it is where steps to address numbering issues associated with the PSTN transition are being identified. INC is a key industry venue for addressing and resolving all industry-wide issues associated with planning, administration, allocation, assignment and use of the North American Numbering Plan (NANP) numbering resources within the NANP area. INC guidelines and recommendations are used by the North American Numbering Plan Administration (NANPA), the Number Pool Administration (PA), and the Canadian Radio-Television and Telecommunications Commission (CRTC) in the management of numbering resources.

Highlights:

  • INC has published a number of complimentary public industry resources on the topics of planning, administration, allocation, assignment, and use of NANP numbering resources within the NANP area. A full listing of documents is available here.
    • 13 INC Guidelines were updated to accommodate the changes outlined in the FCC R&O on “Numbering Policies for Modern Communications” (FCC 15-70), which will allow VoIP Service Providers to request numbering resources directly from the Numbering Administrators. Although the sections of the R&O related to VoIP access are not yet effective, the INC Guidelines are now ready for that eventuality. INC will continue to monitor the progress of the R&O and make changes to the Guidelines as necessary.
    • Also related to FCC Order 15-70, INC updated the p-ANI Administration Guidelines to permit VoIP Positioning Center (VPC) providers to receive p-ANIs directly from the RNA in states that do not certify VPC providers.
